Ok, so I'd like a plugin hta does the following :

On Init, it checks it's config, and unloads all the plugins in a list.
Throughout the day, at preset times it then needs to load plugins from the list in the config and unload others, also specified in the config.

Kinda sounds like Timed Execute fits your needs...
