Allowing building at sea again

With the latest update, it's no longer possible to place foundations at the bottom of the sea outside of squares with coordinates
I mean in that yellow area here:

 

Would it be possible to get a plugin that allows it again?

Isn't it possible to still build out there with the waterbases plugin?  Probably not exactly what you're looking for as that just starts on the surface of the water with floating floors.

Thanks for the suggestion but that's not really what I'm looking for indeed.
Building over there needs to stay a bit of a challenge.

Just extend the edges of your map to make the ocean size larger.
