Text to Speech voice that reads out connect messages to entire server (Player has connected from United States)

Just want something to read this plugin aloud to everyone on the server. 

What gave me this idea was the plugin welcome music that can play audio to everyone at the same time

99.99% of your users are going to hate you for this. lol I would immediately leave if i heard this while playing. Just putting that out there that some players like me would absolutely not want to play on your server if you had this. Keep that in mind.
