prevent fast hotbar switching plugin

it seems its very hard for anybody to make a plugin to prevent macro use so ill make it easyer 

i need a plugin that will make it possible to put a delay on button press ?

some of macros cheaters use is to place walls 
they do this by making a keybind that will pres hotbar 2 and 1 with a single button
realy fast

i need a fix for this

you cant get the input of all buttons in rust just a few of them for example use, space or fire_primary and some more but buttons like ESC or TAB or 1,2,3 and so on is not possible

if you modifie OnPlayerInput hook and set a delay in the input it would be very bad for all the other players
