right permission. deleted and replaced tc. reloaded plugin.

Hello,

Do you have any other plug-ins loaded? Have you tried to unload all plug-ins except mine? 

o.unload *
o.load TCOptimizer

Because you're the only one with this bug so I'm thinking about an other plug-in blocking mine.

Of course I do. Plenty.
Def can't do that on a live server.

for mods related to TC I use:

TCAuth2Plus
TcMapMarkers
Admin TC Manager
EntityLimit to limit Tcs quantity on the server.
