Not seeing the little icon to open the buffs  window..

all permissions are in place

The config is set by default to only show the button when the player has an enhanced item equipped or held. You can adjust it so it always shows the button, but it won't have any useful information unless the player has an enhanced item equipped.

 

Give yourself an enhanced item using the command to test:

/ipgive <part of your name here>
