i have tried everything and at keeps saying cannot find RustRBLootEditor.exe

also when you leave the folder and then go open it again the file RustRBLootEditor.exe has gone and all of the ones below it.

That sounds like an antivirus deleting it, look into whitelisting the app or turn off anitvirus temporarily.

make sure you typed the name correctly and try again error message. But im double clicking with the mouse. also i gave the application full access

i got it sorted it was putting some of the files into quarantine ty for the help
