Unable to get mod to start

Hello.  I purchased your mod, and am excited to use it.  Sadly, I have been unable to get it to work.  I have placed the dll in the HarmonyMods folder, but nothing happens.  I have restarted the server, still nothing.  I see no HarmonyMods_Data folder, and the server console does not accept novaweather.reload.

Please assist.  This is my first time using a Harmony mod.

Before I can help you diagnose an issue with the mod, please verify that your game server hosting supports Harmony mods. Some hosts don't due to security rulesets. I've looked around in their knowledgebase but I'm not seeing anything related to Harmony. If you would, please contact their support by creating a ticket.

If they respond with saying that Harmony mods are supported, we can start diagnosing an issue.

I checked with my Host Provider, and Harmony Mods are allowed.  I did some more digging, and it seems like this mod (and most/all Harmony mods) wont work with Carbon.  

Is there anything practical that you can do so that this could be a C# plugin?  I would be willing to compensate for converting this over, if you are willing to quote a price.

Weather effects are the most immersive and one of my favorite things in a game.  Your mod seems to be the best out there, from what I read on it.  I would so love to get this working on my server.

Anything you can and are willing to do is greatly appreciated.
