Players allowed to skin everyones base?

I'm getting reports of this:

The /bskin build let me work on someone else's base last night. I turned it back so they didn't get annoyed.

Do I have a setting wrong or is it player based or all players?

if you have permissionAdmin permission then you can change the skin for any player.

Changed Status from Pending to Not a Bug

My player isn't an admin and he's able to do other bases. No perms for admin.

open the plugin and you'll see that you can't use /bskin build commands without permission.

look for a problem with your installed plugins and make sure your player is telling the truth
