I have various VIP group settings however the GLOBAL settings seem to override these, is there a way you can code "priority" to each group?

 

None of my Groups have the COOLDOWN permission set, totally replying on the plugin to handle this, but the global settings are forcing themselves over the VIP group settings.  I hope I am clear as mud hehe
