Is there a cooldown for flare item NPC raids?

I don't see a cooldown specified in the config and I have players saying that they completed one raid, then tried to do another and it just wasted the NPC Raid Flare items. Just trying to figure out if there is a default cooldown or if another plugin is conflicting and causing issues. 

there should be no cooldown for the flair item ill look into this.

Checking there is no cooldown set for the flair item.. If they throw it and it does not pass the checks   aka base size, tc auth,  it will give them back the flair item and a notification in chat why it failed..
