I don't understand why the npc's are still and don't shoot me
 

Did you give yourself the permission to ignore yourself ?, if not i have know this to be an issue with Better Npcs taking over the ai.

I fixed it, I hadn't removed the permissions, they were dropping too many mp5s so I changed the npc and put the cargo ones but they keep walking.
If I want to put yours back is there a way to remove the mp5 loot?

At the moment loot they drop is handled by the default loot table in Rust the new Bank Heist update will include a way to specify the loot they can drop.
