/convoyroadblock doesn't seem to work

I have a ring road issue and convoy gets stuck here I tried the /convoyroadblock but it says this road is already blocked but in the config it shows  at 0 and when the convoy starts it hits this spot and gets stuck. 

is there a way to draw a new route for this?
