problems with tpa, teleporting people that's not online

So i've had a couple of people complaing on my server that using the tpa happens to teleport people that are not online to them and also teleporting the people they first tpa rather than the new ones they wanted to.

 

not sure if it's because no escape is messing the plugin up or what but i'm not sure what's causing it or why it's happening?

Hopefully fixed in 1.4.0.  I also found that limits were not being checked for TPR, but now they are.
