Convoy can't find ring road on procedural map

I'm using this map

4500 size and 9001 seed, but the plugin can only find the short little side roads and not the large ring road.

If I increase the road length in the config over 140, then it won't find any roads at all and the plugin will unload itself. If I keep the road length at 140 and under, it will only use the little side roads on the edges of the map and not the large ring road in the center.
