Odd error about port 28015

Getting this error every time I try to start the server.

"Only one usage of each socket address (protocol/network address/port) is normally permitted?"

The port is 28015 but it's not being used by anything.

Changed Status from Pending to Closed

Changed Fixed In to 2.2.4

Terribly sorry I was out of commission a few days.

do you have multiple servers?  The server must have a different port, never the same.

No just the one server
