Hey I think Fried chicken already has milk in it's ingredient list.

If it's not in there for you, you can update it in the config to look like the default:

      "fried chicken": {
        "enabled": true,
        "shortname": "fish.cooked",
        "skin": 2783384817,
        "description": "Crispy, delicious, tasty goodness.",
        "Spoil time [hours - if applicable]": 168.0,
        "duration": 600,
        "buffs": {
          "Ingredient_Chance": 1.0
        },
        "Commands to run when the player consumes the food [key = command, value = description]": null,
        "Commands to run when the food buff expires": null,
        "persistThroughDeath": false,
        "cookTime": 15.0,
        "useCooldown": 0.0,
        "permissionToCook": null,
        "Permission that will preventing eating of this meal if present": null,
        "dropWeight": 100,
        "recipeDropWeight": 100,
        "allowDefaultEffects": false,
        "Effect settings": {
          "Effect to run when the player consumes the meal": null,
          "Should the effect run server side?": true,
          "Max distance heard [0 = no limit]": 0.0
        },
        "Ingredients for meal": {
          "wheat": 1,
          "raw chicken breast": 6,
          "spices": 1,
          "milk": 1
        }
      },

If you wanted to add skim milk, you could. You would need to create a custom ingredient in the ingredients section of the plugin.

That is because milk is a default ingredient now, since Rust introduced the husbandry system.
Milk only came from skinning animals, because there was no legit way of getting it from them.

You can still add milk to the skinning loot table if you want to though, and that would work with the fried chicken buff.

Something like this:

      "milk": {
        "enabled": true,
        "shortname": "milk",
        "skin": 0,
        "gatherSources": [
          "Default",
		  "Deer",
		  "Bear",
		  "Wolf",
		  "Boar",
        ],
        "Spoil time [hours - if applicable]": 168.0,
        "Use the item's vanilla spoil time instead [the ingredient bag still preserves it]": true,
        "customSources": [],
        "minDrops": 1,
        "maxDrops": 3,
        "dropWeight": 100,
        "notConsumed": false,
        "marketInfo": {
          "Available market stock": 0,
          "Maximum stock that the shop can stock [0=Disabled]": 100,
          "Price the market sells ingredients for": 50,
          "Price the market buys ingredients for": 3
        }
      },
