Cannot get event owner

No matter how I try, I cannot retrieve the event owner state. However, rewards are still granted upon completion.

Hello, are you sure that in time of testing you havnt active cooldown for this event?
Can you check it via /eventstime commands for PveMode, make screen with output messages and try again to became owner?
Also you can clear your cooldowns via command for PveMove:

ClearTimePveMode {steamid} -  clears the list of the time when the player with SteamID ({steamid})  participated in the event the last time

    "The time that the Event Owner may not be inside the event zone [sec.]": 450,
    "The time until the end of Event Owner status when it is necessary to warn the player [sec.]": 120,

    "The time that the player can`t become the Event Owner, after the end of the event and the player was its owner [sec.]": 0.0,

All my events are configured this way, so there is no cooldown.
