I purchased this map, but I noticed that there are no NPCs at locations such as the Water Treatment Plant. Is this intentional?

Hi! What do you mean? Water Treatment Plant is a Facepunch monument - it's non-editable, and if bots were intended to be there, they would be there. The other thing is that bots are usually provided by base plugin configs like BetterNpc. These are regular configs that don't come with the map - they're provided by the plugin developer and should already be on your side
