Building blocked

The "feature" of rust this month, even with allow when building blocked the game engine tells the player: "you need building privilege" and eats what they recycle.

It appears the trick of offsetting -500 is generating an invalid state for rust recycler logic checking if building blocked, apparently they don't let you build that deep.

+500 worked.

But it seems kind of slow, would be nice to set the speed to instant.

Oh and line 403 needs to be commented out.
