Players are able to unlock crates but unable to take items from the crate.  for info  npc do shhot

I am assuming you have a plugin conflicting that is blocking the locked crate from being looted.. do you have any prevent looting plugins that prevent players from looting boxes of others and sutch?

yes we do   have prevent looting did not think of that because we don't have any problems with other locked crates any way to allow other playes to open crates?

Prevent looting would need an update is it the prevent looting from umod? if so you would need to set in there config the hackable locked crate  witch i believe is 

"ExcludeEntities": [
    "cratehackable.locked"
  ],
