Permissions granted can launch from ground but can not sit and launch.

Also I have the pilot package and would like the other chair skin it won't be a violation if i verify who has the skin on my server

I'm not sure I fully understand the permission issue. Could you please describe the bug in more detail?

If you have the Pilot Pack, you can simply place the Pilot Chair on the ground, and it will automatically become an ejection seat, as long as that option is enabled in the config.
