Weird Wallpaper Issue

I'm having a weird issue.  Last wipe, we had an issue where after a server restart, we had blank wallpaper appearing on the outside of walls where wallpaper was applied inside. I disabled building skins in this plugin, and  the issue was fixed.

Now, I've had 2 players report that blank wallpaper is appearing outside damaged walls after a server restart., both were using space station and container skins. Building skins are still set to false. Any idea where this is coming from?
