SUGGESTION: Disable the RUST ability to place twig on PVE buildings

I have this config item set: "AlwaysAllowTwigDamage": false,

But of course vanilla rust allows players to place twig on buildings and I think this mode SHOULD disable that for PVP attempting to raid PVE

I may be wrong, but I think there might be a config setting in rust to disable that?

But I do not want to disable it for PVP players, that is the issue.
