You can see for WPkits, WPsocialLinks and WPVipRanks they are on the right update 1.3.3 so why is it telling me that there’s an update of 1.3.21 when I’m on the latest version?

It's because author of that plugin are using incorrect version for plugin. 
Here how it should be
https://semver.org/spec/v1.0.0.html
