No Command working

I installed Convoy plugin and the Plugin from the Readme file.  i had this Vanilla no Changes i reload all plugins plus restart the Server and he say me  the Commands not Exist. any fix ? or idea ?

Have you installed NpcSpawn? Write plugins to the console and see if there is a convoy there?

Try downloading the plugin again and see what will be written in the console

yes npcspawn plugin is installed.   not working.
