Can't get Ui to appear with building plan

I cannot get the UI to appear when holding a building plan, Even the command does nothing, it shows up when i have a hammer selected but not when i have the BP out

Okay i figured out the Ui doesn't work, but if i set the Options with the hammer it is saved and i can still use the plugin, although its a bit jank

will address this.
