can not get it to limit some items

i am having trouble with getting it to limit some items like i have rugs set to only 5 and players can place how many they want but i have shelves set to 0 and they can not place any i do not know why players are able to place some items and not others i have limited any help will be appreciated so much thank you

You must use the entity's short prefab name, not the item's.

For Rugs, that would be rug.bear.deployed which is the entity's name, and not rug.bear which is the item's name.
