Projectile Damage Not Working

Hello, I ran into a problem, any projectile based weapon like the bow or L9 isn't damaging at all. I have PVE mode disabled, and I have no other plugins active besides NPC Spawn, Better NPC and Animal Spawn. I'm on Server version 2341553 (latest) and Carbon Version 2.0.245 (latest).

Melee damage works, and hitscan weapons work, but any projectile does nothing. Any help would be greatly appreciated. 

 

Video attached shows bow not working, spear working, L9 not working and regular hitscan rifles working.
