New update VIP Assassination Doesn't Spawn Npcs

After buying the easy VIP Assassination mission, the npcs aren't spawning.  Message in chat states who you need to kill, zone appears on the map, but no NPCs are in the area.  

Defense holdout works fine so I know it's not npcspawn.
