Hi  would like to know how to use this can you give me information on how to use it please. 

Drop the plugin into Oxide/Carbon - Plugins, then go to the Oxide/Carbon - config folder and configure the .json file.

Save the config and for the changes to take effect, you need to wipe the maps.

In the description it reads that I can put monuments and other items where I want to on the map but I can't work out how to move the placements, as the only options I can see are to set them far apart or close together.

Is there a list that tells me all the options that can be customised ?

This refers to setting up the monument spawn filter.

Oh, so how do I input instructions to place the monuments where I want them on the map?

I'm not sure where you read that. The plugin doesn't allow you to force monuments to be placed exactly where you want.
