Hey, unfortunately, after the update, I'm having a problem where the icon isn't showing up anymore.

It’s usually IL acting up

Do I have to run this command every single wipe from now on? That would really bother me.

I’m not sure depends on the server, you can also host the image yourself if needed, if that helps after wipe I know Dropbox has issues sometimes and people stopped using it to host so I included the png on the file page 

Unfortunately, it didn't work. I did select "Yes," but no message appeared afterwards, so I simply restarted—but it still isn't working. The black Rust logo appears instead of the actual image.

Yeah you usually restart the server after that and let the images reload upon all image library depending plugins. 
 

You can try hosting the image yourself to see if that helps you.

This might help too, I heard others have this issue with image library this wipe too.

I never had any problems after a wipe; I think it's due to the update.

I have quite a bit, with HUD as well I would have to run the command, reboot reload a few times until IL took. It was just random when it happened 

Oh no, now my welcome panel is delayed again. It took me so long to fix it last time, and now it's broken again—all because I did what you suggested. Your icon works now, but in exchange, the rest of my setup is glitching out...

I did exactly what you showed me. Your plugin works now, but it has broken everything else.

I actually made a video for you, but I deleted it after a few minutes—I don't want people saying later on that I'm engaging in self-promotion, so... Should I put it back up briefly?

You can but I have no control over other plugins loading images

Images have to cache that takes time.

I didn't mean that in a bad way either—I'm actually asking you for help, because it's completely ruined everything for me.
