CmdChatShopInstaller

When attempting to perform initial setup using the `/shop.install` command immediately after a server wipe, the following error is displayed in the console:
Because initial setup cannot be completed, the shop is unusable.
Please tell me the cause and how to resolve this.

The network is a 10G fiber optic connection.
