No aggro i walk right up and shoot them. Also helicopter does not drop off anyone.

Hey Foul, I don't know what aggro means, but I test it yesterday and all npc were quite aggressive, actually maybe too much 

Regarding the dropping of npc that is happen when you open the hackable crate, a Chinook will arrive and drop the elite squad
