How do i setup plugin to make sure that a player has to put down twig first before jumping to other materials

?

The instant stone or metal for example is an issue when players are been raided and its unfair advantage for players when getting raided.

So i just want the plugin to make it mandotory to put twig down first then you can upgrade in second step
