Cant find this new Buff anywhere
       Added new buff type: SkillTreeXp - increases the amount of xp recieved from all sources by x%.

It's not attached to a default meal because not everyone runs Skill Tree. You can add a new meal or add it's buff to a pre-existing meal.

For example:
