Drone Won't Fly

I have all of the data, images,plugin installed. remote comes up. Placed hub on roof. I run Oxide. I am running the most current version Reinstalled to make sure I was correct. All of the signals are showing the same signal. The Drone won't lift and fly.

I have loaded it on both of my servers. One is Carbon the other Oxide. 

Loaded with weapon and no way to charge him. I talways thought it had to go on a roof. 

As you can see that is a floor outside.
