the halted oil tower is missing the tallest tower is there a fix?

i tried killing the monument and spawning in 3 different location's but the entity doesn't spawn on the monument.

Hi. Yes, you’re right.
As far as I remember, the game developers removed the prefab that was used as the tower, and we can no longer use it.
