Set time for monthly wipe?

How do you set the time for the wipe when you pick monthly? It seems to default to 1PM (I'm America/Chicago time zone) with no way to change it.

I edited the Server.py file and set my time zone to pick the the CST/DST and added to the s_hour block to adjust the time.
