Each preset has a configurable time window after the wipe. This is used so that easy convoys spawn early in the wipe, and only heavy ones spawn closer to the end.
You disabled the easy convoy spawn, which caused the convoy to be unable to find a suitable preset at the start of the wipe. I’ve disabled these time windows for you so that presets are now selected randomly.
