i have tried everything i even deleted and reinstalled the entire server with no plug ins other then map plugins and it will not boot. I am out of ideas.

RCON is not a map error. Have you tried contacting the hosting support? We are communicating with you in discord, why are you creating a ticket on the site as well? I couldn't answer you yesterday because it was already 1 a.m. and I went to bed. I sent you a link to the map in discord, try to run it with it.
