PurgeFx: Timing to purge start not matching configuration

I have set the purge hour to 15:00 but it is using the default 18:00

Config :

I have also seen that the purge start is starting it on week 2 (this week) of this month instead of week 3 (next week) as configured below.

In conclusion the purge start time is set to EST and will start a purge at 18:00 EST today which is Wednesday but a week early and 3 hours off according to the configuration.

In addition according to the output of the purge script it is telling everyone wipe is  on Jan 15th (correct) for the bi-weekly wipe but at 12:00 EST not 15:00 as configured.
