Is this the same as the DLC?

If it's the same as DLC, I feel like it would fall under the terms of use, but what do you think?
Is it okay to use it?

yea it allows to use the dlc gestures, but they didn't really ban any server so far, and i've been using it on my servers without any issues so maybe use it and keep it as a low profile thing like for specific group or players
