It works with carbon.

Changed Status from Pending to Not a Bug

is there another mod i need to get it to work? I've looked through the config and i don't see anything that jumps out at me for it.

ImageLibrary only. Make sure you gave yourself permission for use and not for ignore.

so this is what i see in the image library config

Nope, just install it and that should be fine.
