Build Tools skin applies even when not activated

Players complain that their Build Tools skin setting sometimes applies even when they don't activate Build Tools.

For example, a player might have brick selected in their Build Tools setting and then when they go to upgrade a wall to jungle using the standard upgrade wheel in Rust, the wall will upgrade to brick and not jungle, even though they didn't do /up.
