This must be caused by some other plugin. I don't lock damage to scientists.
About the road issue, i think it might get stuck somehow on the train route. Hard to say what's going on without any log about what happened and does it has been teleproted somewhere because it got stuck.

I don't know, it showed the tank on the map but it wasn't anywhere and the icon stayed there until the restart
