i have the same i have a dedicated server from hetzner germany 
so i host it on my own any solutions?

Same for me, on dedicated server ovh: 

Loaded plugin Wallpaper Planner v2.2.2 by RobJ/Razor
[Wallpaper Planner] Remote Skins: HTTP 401 Unauthorized - The Server Host is blocking the request (Captive Portal or Firewall).
wallpaper.sync
Attempting to sync skins from remote URL...
Shutting down compiler because idle shutdown

Hello, I wanted to add that i am experiencing the same issue when trying to initiate wallpaper.sync in console: 
[Wallpaper Planner] Remote Skins: Failed to connect. HTTP Code: 404
