IS there an ingame UI editor or not?

In some of the reviews I was seeing mentions of an ingame Ui editor is this true? What about a third party website to help with UI placement. Thanks!

Hey, that was more than 3 years ago, I tried making simple editor for positioning however I received mixed feedback, some people were complaining that it was confusing so I decided to scrap the idea.

I actually made simple tool for it, I'll look through my github and I'll send you the link
