Bots not spawning at Server Restart

Running into an issue with bots not spawning after a server restart. I have to login and type "/rnpc init" and then they will spawn in. Otherwise they never do.

When server is initialized, plugin waits 1 sec and calls /rnpc init to respawn bots, i'm not sure why it doesn't work on your server, please try to delete RoamingNPCs data files and check again

Tried deleting the data folder inside of carbon. That didnt help. 

Here is the error message at startup.

Also have the other RNPC addons: heli pilots, bike drivers, and population.

The heli and bike drivers are spawning at startup

Something wrong with your config, please check your shortnames and item ids

I deleted the config file and this fixed it. Not sure the setting that I made that caused the issue but it is resolved. I am starting to slowly restore old settings.
