A player on my server managed to get this to drop. I've added it to my "List of items that cannot be enhanced" but just wanted to let you know that you might want to force blacklist it 

        "mannequin",
        "clothing.mannequin"

Yeah no idea why this item exists, but you can add it to blacklist.
